Lagos State Collaborates with Interswitch’s eClat for Health Data Management

    The Lagos State government has partnered with eClat, Interswitch’s healthtech subsidiary, to launch a Smart Health Information Platform (SHIP) for data movement and management across its healthcare facilities.

    Digital Health Platform Limited, a Special Purpose Vehicle (SPV), comprising the Lagos Ministry of Health, Interswitch, and eClat, will oversee the technology operations.

    A Concession Agreement between the Office of Public Private Partnership (PPP) and the Digital Health Platform Limited has been signed ahead of the full deployment of SHIP in the state’s health sector. 

    The healthtech, which started in 2012, was acquired by Interswitch in 2019 to tap into the healthtech scene. At the time, eClat claims 250 private and public healthcare facilities in the country have used its Electronic Health Record (EHR) platform. It has partnered with the Lagos state government to provide electronic health records-related solutions.

    Before its relationship with the Lagos state government, in May 2023, eClat collaborated with the Ogun state government to introduce eClinic, its flagship product to improve the quality and accessibility of healthcare services, at the Olabisi Onabanjo University Teaching Hospital (OOUTH).

    eClat also announced that the Oyo State Government has approved the deployment of eClinic to 33 Private Healthcare Systems (PHCs) to improve the state’s healthcare service quality.

    The Big picture

    SHIP or Lagos SHIP (LAGSHIP) is expected to address loose data sharing and manual movement of data for increased confidentiality and privacy of patients’ data.

    SHIP will also empower the government to plan and coordinate health services across all levels. Also, the data can be used to determine health trends of Lagosians, for policy definition and allocation of resources to certain places.

    According to the Commissioner for Health, Prof Akin Abayomi, “the platform is not only for the care of the patients but also for the policymakers.”

    He also estimated that state-owned General Hospitals generated 7 million contact data, excluding Primary Healthcare Centres (PHCs), tertiary health institutions and private hospitals.

    The Governor, Babajide Sanwo-Olu, emphasised that the database will be fully protected, noting that data privacy was crucial throughout building the digital platform, including the Ministry of Science and Technology.

    Mitchell Elegbe, Group Managing Director of Interswitch, stated that in addition to allowing data to flow freely between health institutions, the system “would also provide seamless payment options for patients.”

    Wallace Ogufere, Managing Director of Interswitch eClat, stated that the LAGSHIP will fill several identified gaps in electronic medical records administration, solving long-standing logistics concerns, including inefficiencies and restricted transparency.
